What is Support at Home (SaH)

The Support at Home Program is an Australian Government initiative under the Aged Care Act 2024. It provides funding for you to access services and supports that help you:

• Live independently in your own home

• Maintain your health and wellbeing

• Stay connected with your community

• Access assistive technology and home modifications

• Achieve your personal goals

 

Support Classifications

The Support at Home Program uses a classification system to determine the level of support you need:

• Short-term classification: For time-limited support, such as recovery after illness or reablement services

• Ongoing classification: For ongoing support needs across eight levels (from basic support to high-level complex care)

Your classification is determined through an assessment by a qualified aged care assessor and is based on your individual needs and goals.

Funding is provided on a quarterly basis, and clients can carry over any unspent amount — up to $1,000 or 10% of their quarterly allocation (whichever is greater) — into the next quarter.

If the current funding level is not sufficient to cover care needs, a reassessment may be required to determine eligibility for a higher level of support. It’s recommended to review and optimise the use of existing funds and services to ensure care needs are met effectively.

Note: If you currently receive a Home Care Package, your funding level will remain the same when transitioning to the new Support at Home program.

 

Client Contributions

Depending on your income and assets, you may be required to contribute towards the cost of your services. The Australian Government determines your contribution amount through an assessment by Services Australia.

 

Clinical support services:  no contribution (such as nursing and physiotherapy).

Independence services:  moderate contributions (such as personal care and assistive technology).  

Everyday living services:  the highest contributions (such as domestic assistance and gardening). 

 

The exact amount you pay will depend on an income and assets assessment. Full pensioners will have the lowest contribution, while self-funded retirees without a Commonwealth Seniors Health Card (CSHC) will have the highest.

Financial Protection for Existing Home Care Recipients

For clients transitioning from a Home Care Package (HCP) to Support at Home, the government guarantees you will not be worse off.Your contribution amount is determined by Services Australia and may change only if your care needs or financial situation change, or when you approach the lifetime cap.
